The Hollywood Reporter had said that Baldwin would be taking the opportunity to basically do his Saturday Night Live impression of Donald Trump on the big screen, but Baldwin again denied that he had been hired "as some Donald Trump manque".

People who actually have been cast in Joker (no definite article, you'll note) include Robert De Niro, Deadpool 2's Zazie Beetz and comedian-slash-podcaster-slash-Glow actor Marc Maron. The official description promises a "gritty character study" focusing on "a man disregarded by society", which sounds appropriately Taxi Driver-ish.
