A BBC reporter happened to be on the scene at the time of the incident:

"I could see a car diagonally across the road, looking like it was going into one of the boulders on the side of the road, and I could see a crowd of people around what was clearly one or two people on the pavement," she said.

She also reported that police told her injuries are minor.

Video and images of the incident emerged online, including footage of police detaining a man at the scene.

UPDATE: The BBC now reports that 11 people were injured, and that 9 have been taken to the hospital.
